Pedro Toledo, JD, MA, MHSA, Chief Executive Officer (Interim)
Pedro Toledo assumed the leadership role of Chief Administrative Officer in 2014. Since then, Petaluma Health Center has opened 7 additional health care delivery sites and has become one of the largest non-profit organizations in Sonoma County. With nearly 500 total employees across 9 health clinic sites, PHC’s talented team of health care professionals now provides over 220,000 health care visits annually to approximately 42,000 people.
With over 17 years of executive healthcare experience in the federally-qualified health center sector, Mr. Toledo is responsible for the overall administrative management and oversight of the organization as Chief Administrative Officer. He leads the core administrative functions, including but not limited to: strategic planning, organizational and business development, compliance, risk management, legal affairs, fund development, quality assurance, human resources, and information technology.
As a community and business leader, Pedro advocates for legislation and policies that advance health equity, promote community engagement, and widen the circle of opportunity for underserved populations. He has served on the board of various organizations, including the Redwood Empire Food Bank, the Sonoma County Workforce Investment Board, and La Clínica de La Raza.
Mr. Toledo is one of the 14 Californians selected to serve on the 2020 California Citizen’s Redistricting Commission, which is charged with the critically important task of re-drawing the political lines for the U.S. House of Representatives, State Senate, State Assembly, and Board of Equalization.
He has received dozens of accolades, including MillerCoors Líder of the Year Award, the Hero in the Fight Award from the National Alliance on Mental Illness, and the North Bay Business Journal’s Forty Under 40 Award.
Pedro earned a bachelor’s degree in Anthropology and master’s degree in Sociology from Stanford University, a law degree from Cornell University Law School in Ithaca, NY, and a Master’s in Healthcare Services Administration from Georgetown University.
Molly Jouaneh, CMA, Chief Financial Officer
Molly Jouaneh, CMA joined Petaluma Health Center in January 2020. She brings with her nearly 15 years of experience working for and with federally qualified health centers as a fiscal leader. She is responsible for all of the company’s financial functions including revenue cycle, accounting, procurement, and business intelligence. She has successfully developed numerous payor reimbursement rates, creating substantial growth in health center top line revenues. She is passionate about creating financial sustainability to support the mission to provide high quality healthcare to vulnerable populations and those experiencing disparities. She values lifetime learning and has pursued executive education at both the UCLA Anderson School of Business and the Wharton School of Business. Outside of work she enjoys spending time with her family, traveling, and volunteering with Cake 4 Kids.
Nurit Licht, MD, Chief Medical Officer
Nurit Licht, MD, serves as the Chief Medical Officer where she oversees the clinical direction of medical services. Prior to coming to Petaluma, Dr. Licht served as the site supervising physician at Spanaway Clinic in Washington where she was responsible for budgeting, provider supervision, productivity, and administrative coordination. Dr. Licht holds a BA in International Politics from Columbia University and a medical degree from Dartmouth Medical School. She served as chief resident in the Family Practice Residency Program in Lawrence, MA, and is passionate about providing high quality health care for the most vulnerable members of our community.
Sveinn Sigurdsson, MA, MS-HSM, Chief Administrative Officer
Sveinn Sigurdsson serves as Chief Administrative Officer and is responsible for the overall administrative management and oversight of the organization. He leads the core administrative functions, including but not limited to: strategic planning and partnerships, organizational and business development, emergency management, data analytics and integrity, corporate compliance, risk management, quality assurance, facilities management, and information technology. Sveinn first joined the Petaluma Health Center in 2018 as the Director of Organizational Performance Optimization. He is driven to continuously improve how healthcare is delivered and ensure equitable access to healthcare for all. Prior to joining PHC, he developed and implemented comprehensive performance improvement programs at Yale-New Haven Health and, most recently, Stanford Health Care.
Sveinn began his study of human health, healthcare systems, and how they can be improved while getting his BA in Psychology and Anthropology at Lawrence University in Appleton, WI. He received a Master’s degree in Anthropology from Arizona State University and a Master’s in Health System’s Management from Rush University in Chicago. He also completed an Administrative Fellowship with Yale-New Haven Hospital. Sveinn is from Grindavik, Iceland. He immigrated to the United States in 2005 and is thrilled to have the opportunity to serve his local community.
Kimberly Keller, MBA, Interim Chief Operating Officer
Kimberly Keller, MBA, serves as the Interim Chief Operating Officer, focusing on ensuring patients have access to the care they need when they need it. With a commitment to enhancing healthcare accessibility, Ms. Keller spearheads initiatives to increase patient access to providers across multiple channels of support. Prior to her current role, she embarked on her career in the tech industry, contributing operations management support to Silicon Valley startups. She continues to actively participate in technical operations communities. Ms. Keller completed her undergraduate studies at Cal Poly Humboldt, followed by an MBA from Washington State University’s Carson School of Business. Her extensive experience in the tech sector has provided a unique perspective on operational efficiency and innovation that she now leverages to improve healthcare delivery. Kimberly is deeply committed to advancing technical education and nurturing a skilled workforce. She focuses on narrowing the divide between technology and health care, while emphasizing and promoting an outstanding patient experience. Her efforts create a seamless, integrated care experience for patients, ensuring they receive timely and effective healthcare services.
Ramona English, DMD, Chief Dental Officer
Ramona English, DMD, serves as the Chief Dental Officer. Dr. English joined Petaluma Health Center in April 2005 with the mission of starting the dental program. Dr. English oversees the clinical and operational aspects of the dental department. Dr. English is passionate about increasing access to quality dental care to the underserved. She has led the dental program through two major expansions, Petaluma and Rohnert Park; as well as through the implementation of school based programs. She consistently focuses on developing and maintaining a robust quality improvement program. Under Dr. English’s leadership the dental department has been participating in national and state level quality improvement collaboratives. Since 2013, Dr. English has been working closely with the medical teams to integrate and improve the coordination of medical and dental care. She is a strong promoter of the dental home, and has an upstream approach towards the provision of care and creation of systems of care. She has designed efficient, consistent, and sustainable systems around access, quality, patient experience, and cost of care. Through collaborative relationships with other organizations, Dr. English is participating in innovative projects involving population health, case management, risk based care, continuity of care and patient engagement. Dr. English obtained both a nursing degree and a dental degree in her native country. Later, she obtained her DMD degree from University of Pittsburgh, School of Dental Medicine. While at University of Pittsburgh, Dr. English completed the Schweitzer fellowship program. She has worked in refugee camps and other underserved communities in Europe and America. Prior to joining PHC, Dr. English spent four successful years in private practice.
Kathryn Powell, MHA, MA, Chief Executive Officer Emeritus
Kathie Powell has served as CEO for PHC since June of 2003. Ms. Powell has over 25 years of community health administrative experience, serving for five years as the CEO for a Pennsylvania FQHC, and spending many years as a community hospital administrator and healthcare consultant. She has consistently focused on strengthening the fiscal soundness of organizations, enabling them to re-invest funds into quality improvement and care management initiatives, and expand clinical services. She has developed collaborative relationships with local health care providers, decreasing duplication of services and coordinating care for the underserved. Ms. Powell earned a Master’s Degree in Health Care Administration at Texas Woman’s University, and a Master’s Degree in Medical Anthropology from Southern Methodist University, with a focus on International Community Health Planning.
